EETN is a one-day event on Artificial Intelligence in the Public Sector

On the initiative of the European project AI4GOV-X which aims to accelerate the adoption of Artificial Intelligence and the digital transformation of public administration, a round-table discussion titled “Advancing Digital Transformation in the Public Administration in the era of Artificial Intelligence” was held.

The event took place on 5 February 2026 in Athens, at the premises of the European Public Law Organization (EPLO), and brought together representatives from key public-sector bodies, such as the National Centre for Public Administration and Local Government, the Hellenic Parliament, the Ministry of Interior, the Ministry of Justice, the Special Secretariat for Artificial Intelligence and Data Governance, the Legal Council of the State, as well as universities and AI research centers.

Within the framework of the event, the challenges of AI in public administration were presented, along with AI4GOV-X actions to speed up AI adoption and new training approaches for the public sector. Particular emphasis was placed on discussing strategies and future actions for training staff in the Greek public administration in digital transformation and AI.

The Hellenic Artificial Intelligence Society (EETN) was represented by Giannis Charalabidis, Professor at the University of the Aegean and EETN’s Head of Outreach and Network Development, who delivered an intervention titled “The Manifesto of AI-Enabled Governance,” contributing to the discussion on the responsible, transparent, and effective use of AI in the public sector.

EETN Doctoral Dissertation Award 2026

The Board of Directors of the Hellenic Society for Artificial Intelligence (HSAI) invites nominations for the next annual Doctoral Dissertation Award in the field of Artificial Intelligence for the year 2026.

The award is accompanied by a cash prize of €1,000, and the official presentation of the distinctions and the presentation of the awardees’ doctoral research will take place at SETN 2026, in Chania.

Eligibility Requirements:

The candidate dissertation must belong to the broader scientific field of Artificial Intelligence and must have been defended at a Greek University within 2025 (from 01/01/2025 to 31/12/2025).

Both the supervisor and the doctoral graduate must be members of HSAI at the time of submission of the nomination.

The submission must be made by the supervisor and sent electronically by April 15, 2026, to the address info@eetn.gr.

The submitted file must contain:

A cover letter including the details of the supervisor and the doctoral graduate, the date of the dissertation defense, and the names of the members of the seven-member committee.
A letter from the supervisor explaining why this particular dissertation is being proposed for the award.
The full text of the dissertation in PDF format.
A list of publications (journal articles or conference papers) originating from the dissertation.

The selection of the doctoral dissertation that will receive the award will be made by a committee composed of honorary members of EETN. The selection will be based on the originality of the dissertation, the publications and presentations already made, its broader contribution to science, and its expected impact.

SETN 2026 is dedicated to the loving memory of Pavlos Peppas and Themis Panagiotopoulos.

The 14th EETN Conference on Artificial Intelligence (SETN 2026) will be held in Chania, Crete, Greece between 9 and 11 of September 2026. SETN 2026 is organized by the Hellenic Artificial Intelligence Society (EETN) in collaboration with the Technical University of Crete (TUC).

The venue of the conference will be the Cultural Centre of Chania, kindly offered by the Region of Crete
(Regional Unit of Chania), which will be a co-organizer of the conference. To date, Platinum Sponsors of

Background

The EETN Conference on Artificial Intelligence (SETN), also known as the Hellenic Conference on Artificial Intelligence, was established in 1996 as the conference of EETN, the Hellenic Artificial Intelligence Society (www.eetn.gr/en), and since 2002 is held biennially at different locations in Greece. The conference is international, its official language is English, and international participation is highly encouraged. It is one of the most prominent forums in Greece for Greek and International AI scientists to present original and high-quality basic/theoretical and applied research in AI.

The conference aims to:

- bring together AI researchers, to promote knowledge dissemination and collaborations,

- inform students about the current state of the art in topics related to AI,

- promote research results to companies and facilitate the development of innovative products.

Scope of the SETN-2026 conference

The conference invites high-quality submissions describing work in all AI areas, from fundamental theoretical work to applications in various domains. The main track of the conference is intended for full or short papers presenting unpublished, novel research in any AI area; while the submission of “nectar” papers is also possible (see below).

We are happy to report that the conference will feature at least four invited talks by esteemed colleagues. To date, Professors Grigoris Antoniou, Mary-Anne Williams, Antonis Argyros and George Vouros, have confirmed their participation with keynote addresses to the conference.

Paper Submission – Proceedings

All paper submissions will be handled electronically via the Easychair Conference Management System at the following address: www.easychair.org/conferences/?conf=setn2026

All accepted papers (except for “nectar” papers – kindly see below) will be included in the conference Proceedings, which will be published by the Association for Computing Machinery (ACM) in the International Conference Proceedings Series and will become available through the ACM Digital Library (approval pending).

All submitted papers will be peer-reviewed on the basis of technical quality, relevance to the topics of the conference, originality, novelty, significance, and clarity. The review process (for non-nectar papers) will be double-blind, hence authors should ensure that they do not reveal their identities. To prepare their manuscripts, the authors should follow the ACM SIG Proceedings guidelines: www.acm.org/publications/proceedings-template

SETN 2026 accepts submissions of three types of papers:

1. Full papers (6-10 pages)
2. Short papers (2-4 pages)
3. Nectar papers (1-2 pages abstracts of already published papers, without obligation for the paper abstract to appear in the proceedings; nectar paper authors must indicate in their submission that theirs is a nectar paper and clearly cite its already published counterpart.)

Submitting a paper to the conference means that in case of acceptance and regardless of paper type (full, short, or nectar), at least one author is required to fully register at SETN-2026 as an “Author” for the paper to be included in the proceedings and to be presented at the conference. Moreover, it is expected that at least one author will attend the conference to present the paper.

All accepted full and nectar papers will be presented during oral presentation sessions.

All accepted papers –full, short, or nectar ones– will also have the opportunity to be presented during poster sessions.

In addition, short paper authors will have the opportunity to give a flash oral presentation that highlights what their paper is about, and why it will be great for attendees to come to their poster and get more information about it.

AWARDS

In SETN 2026 the following awards concerning full paper submissions are foreseen and will be presented at a special session during the conference.

• Best Student Paper Award (only for full papers whose first author is a student)

Moreover, it is worth mentioning that recent recipients of the EETN’s Best PhD Dissertation Award will be invited to give a talk on their PhD topic at the conference.

Announcement of the Results of the EETN 2025 Best PhD Dissertation Award

The Hellenic Artificial Intelligence Society (EETN) is pleased to announce the results of the Best PhD Dissertation Award for the year 2025.

Following the evaluation of nominations of exceptionally high calibre, the selection committee—composed of EETN honorary members Prof. Lydia Kavraki (Rice University, USA), Prof. Yiannis Aloimonos (University of Maryland, USA), and Prof. Grigoris Tsoumakas (Aristotle University of Thessaloniki)—decided to award:

● the EETN 2025 Best PhD Dissertation Award to Mr. Georgios Papasotiropoulos (1000 Euros monetary prize and free pass to SETN 2026)

(“Algorithmic and Game-theoretic Aspects of Computational Social Choice”, Department of Informatics, Athens University of Economics and Business, supervisor: Prof. Markakis).

“The dissertation of Mr Papasotiropoulos, situated in the field of computational social choice, makes timely and significant contributions to the analysis of election rules in voting theory. He provides theoretical insights into the complexity of elections with conditional preferences, the vulnerability of such elections to adversarial manipulation, and the impact of conditional preferences on the proportional representation. Furthermore, he introduces innovative approximation algorithms and models for proxy voting and liquid democracy. This includes addressing optimal vote delegation for social welfare, modeling deliberation phases where voters update their opinions, and accounting for scenarios involving incomplete preferences.
The impact and technical quality of this thesis are evidenced by its publication record in top-tier AI venues (including 3 IJCAI papers, AAMAS, ADT, SAGT, and Theoretical Computer Science) and its strong citation count. Ultimately, we believe this research holds profound potential for application in the broader domains of Economics and Democracy.”

Participation of Mr. Dimitrios Karapiperis at ADBIS 2025 (Tampere, Finland)

Mr. Karapiperis attended the 29th European Conference on Advances in Databases and Information Systems (ADBIS 2025) and presented his paper: “LSBlock: A Hybrid Blocking System Combining Lexical and Semantic Similarity Search for Record Linkage”. The work introduces LSBlock, an innovative hybrid system for Entity Resolution that integrates lexical and semantic similarity search using pretrained models, significantly improving accuracy and recall in record linkage.

Participation of Mr. Vasilis Kochliaridis at ECAI 2025 (Bologna, Italy)

Mr. Kochliaridis participated in the European Conference on Artificial Intelligence (ECAI 2025), presenting his paper: “Learning to InMoov: A Deep Learning Approach to Modeling Human Hand”. This work focuses on developing an open-source robotic arm powered by AI, capable of teleoperation and voice-controlled interaction, aiming to achieve natural human–machine interaction without complex programming.

EETN financially supported the vision of the HERMES Team, which represents the largest student research group in robotics for medical applications in Greece and operates under the auspices of the University of Thessaly. Τhe European project ARISA (http://www.aiskills.eu), which aims to promote artificial intelligence education on a pan-European scale, organised an informational workshop on”Artificial Intelligence Skills: Training Needs and the Readiness of Greek Enterprises.”

The workshop took place at the Museum of the National and Kapodistrian University of Athens on June 4, 2025, with the participation of university professors and researchers, representatives from educational institutions, organizations, and businesses.

The Hellenic Artificial Intelligence Society (EETN) was represented by Yiannis Charalabidis, professor at the University of the Aegean and Head of Outreach and Network Development at EETN. He took part in a roundtable discussion on issues related to AI education and the prospects of the Greek market.
